A struct that maps 1:1 with ProtoRollup.
Contains State, and optionally the diffs between (state.latest_rollup.seqno, state.seqno]
diffs
is always expected to be Some
when writing new rollups, but may be None
when deserializing rollups that were persisted before we started inlining diffs.
