Resolves tenant hostnames for pgwire and HTTPS routing.
Caching is delegated to the infrastructure (node-local DNS), so every lookup issues a query. CNAMEs are resolved separately from A records only because the CNAME carries the tenant, not for caching reasons.

Resolves the environment address for a TLS SNI servername.
servername is the first label of the SNI host, e.g.

blncr-{}) yields a Kubernetes hostname like
blncr-3dl07g8zmj91pntk4eo9cfvwe, which resolves via a CNAME to the
environmentd service, e.g.
environmentd.environment-58cd23ff-a4d7-4bd0-ad85-a6ff29cc86c3-0.svc.cluster.local.
The tenant is extracted from that CNAME. See
extract_tenant_from_cname.
