Attempts to bind the xmlns prefix.

xmlns prefix is always bound to http://www.w3.org/2000/xmlns/ and cannot be bound to any other namespace or even to http://www.w3.org/2000/xmlns/.

InvalidPrefixForXml(Vec<u8>)
