Per-shard series to keep exporting while SHARD_METRICS leaves the
per-shard families out.
A series is kept if its shard or name label matches this regex. The
match is unanchored, so s1 also matches s10: use ^...$ for an exact
match. Empty keeps none, as does an invalid regex.
