LaunchDarkly-backed SystemParameterFrontend and pushes modified values to the
ALTER SYSTEM-backed SystemParameterBackend.
boot_frontend is the frontend the boot-time sync pulled from, if any. The
loop adopts it on its first enabled tick instead of building a second one.
