Layers the operator-wide default and then the per-environment override onto base, so each layer only has to set the fields it changes.

Fields set in a later layer win. The handler (exec, grpc, httpGet, tcpSocket) is replaced as a unit when a later layer sets any of them, because Kubernetes rejects a probe with more than one handler.
