The effective watermarks, Ok(None) when both are zero, or Err describing why the
configured values are ignored.
The high watermark must be strictly below the hard limit. At the limit the pod would leave rotation exactly when it is full, which is when a load balancer that closes connections to unhealthy targets does the most damage.
