fn alter_changes_reconfiguration_target(options: &PlanClusterOption) -> boolExpand description
Whether an ALTER statement sets a reconfiguration target dimension.
A statement-level check, used while a reconfiguration is in flight: an
ALTER back to the realized configuration sets an option without changing its
value, yet must reach the reshape path to cancel the record. All target
dimensions, including replication factor, must update the in-flight target
rather than the realized config so cut-over does not overwrite them. With
nothing in flight the routing compares shapes instead (see
sequence_alter_cluster_stage).
